Prayer: Writ Petition is filed under Section 226 of the Constitution of India for issue of Writ of Mandamus, directing the 2nd respondent to dispose of the representation dated 22.10.2025 to cancel the No Objection Certificate issued for running petroleum outlet of Indian Oil Corporation covering under License No.P/SC/TN/14/2443 (P34451) in the name of the 3rd respondent at Vellore District, Arcot Taluk, Thimiri Town, S.No,241/4 1.78.0 Hectare 4.40 in cent 33. This writ petition is filed for the following relief: "To direct the 2nd respondent to dispose of the representation dated 22.10.2025 to cancel the No Objection Certificate Issued for running petroleum outlet of Indian Oil Corporation covering under License No.P/SC/TN/14/2443 (P34451) in the name of the 3rd respondent at Vellore District, Arcot Taluk, Thimiri Town, S.No,241/4 1.78.0 Hectare 4.40 in cent 33."
2. The petitioner is the sole and absolute owner of the subject property situate in Survey No.241/4, Thimiri Village, Arni Arcot Road, Timiri, formally Vellore, presently Ranipet District, by virtue of registered settlement deed in Document No.73 of 2003 dated 11.02.2003.

3. The petitioner would submit that he has leased out the property to the 3rd respondent. However, the 3rd respondent has illegally taken licence in the name and style of Ezhumalayan Agence in favour of the 4th respondent and further sublet the same to one Arasu and Aakash.
4. The petitioner would submit that he had made a representation to the 2nd respondent on 23.10.2025 seeking to cancel the license issued in favour of the 3rd respondent for the said property. Since there is no response, the petitioner is before this Court.

Considering the facts and circumstances of the case and considering the fact that the petitioner's representation dated 22.10.2025 has not been considered to date, the 2nd respondent is directed to consider and dispose of the petitioner's representation, within a period of 2 months from the date of receipt of a copy of this order, after hearing the petitioner and respondents 3 to 5. 4/7
6. With the above direction, this writ petition is allowed. No costs.
