ORDER

This writ petition has been filed for issuance of a Writ of Mandamus to direct the second and third respondents to consider and pass orders on the application made by the petitioner dated 03.04.2017, 2.It is the grievance of the petitioner that he has submitted a representation dated 03.04.2017 to the third respondent for conducting Panguni Uthira Chariot festival relating to Subramanya Swami temple in Namakkal District, as per the Tamil Nadu Police Standing Orders. The third respondent refused to receive the petition, claiming that appropriate order has to be obtained from the High Court. Hence, the

representation was sent to the second respondent through post. Till date, the said representation has not been considered. Hence this writ petition.

3.The learned counsel for the petitioner submitted that Gramia Natiya Nadanam will be conducted by the school students on 10.04.2017 and hence there will not be any obscene movements or vulgarity in the event.

4.Mr.K.Balamurugan, learned Government Advocate took notice for the respondents.

5.Taking into consideration the facts and circumstances of the case, the respondent police is hereby directed to receive the bonafide certificates of the students, who are participating in the programme, and thereafter consider the representation of the petitioner dated 03.04.2017 and pass appropriate orders for providing permission and police protection for the event. It is made clear that this Court has not granted any direction to conduct "Adal Padal Nigazhchi / dance programme" in the name of "cultural programme".
