ORDER
This writ petition has been filed challenging the proceedings dated 11.01.2024 passed by the 2nd respondent thereby stated that the petitioner is not eligible for interview post in respect of the recruitment notification No.04/2023 dated 31.01.2023 for not satisfying the eligibility conditions.
2. The petitioner had completed his Master Degree in Master of Library and Information Science (M.L.I.S) in the year 2012. He had also completed Master of Commerce (M.Com.,) in the year 2022. He had 2/8
experience of 10 years and 7 months as on date as Librarian ad Assistant Librarian. He belonged to Backward Class category. As per recruitment notification issued by the 2nd respondent dated 31.01.2023, he had applied for two posts i.e., Librarian and Information Officer in Anna Centenary Library and District Library Officer. The educational qualifications of the said posts are as follows:
Name of the Post Educational Qualifications Librarian and Information Officer in Anna Centenary Library (i) A Master's Degree of a University recognized by the University Grants Commission; (10+2+3+2 pattern) and (ii) A Master's Degree in Library Science or Library and Information Science of a University recognized by the University Grants Commission; and (iii) Must have experience as Librarian for a period of not less than five years in Academic or Public or Special or Corporate libraries.
District Library Officer
1. Any Master's Degree of a University recognized by the University Grants Commission in the pattern of 10+2 or its equivalent +3+3; and
2. A Master's degree in Library Science or Library and Information Science of a University recognized by the University Grants Commission; and
3. Must have experience for a period of not less than three years in any of the libraries in a supervisory cadre.
3. Accordingly, the petitioner applied for both the posts. Both the posts are interview posts as mentioned in the recruitment notification No.04/2023 dated 31.01.2023. He had applied for both the posts. He had attended the written examination and he was provisionally admitted for on 3/8
screen certificate verification in the ratio of 1:10 as published by the 2nd respondent by its proceedings dated 14.08.2023. While, he was awaiting for interview, the 2nd respondent published the proceedings dated 11.01.2024 thereby shortlisted the candidates who had provisionally admitted for oral tests in the ratio of 1:3. In the Annexure, the 2nd respondent also mentioned the candidates who were not eligible for the interview post.
4. The learned counsel for the petitioner submitted that though the petitioner had Master Degree in Library and Information Science and Master Degree in Commerce (M.Com.,)., the petitioner was not shortlisted for interview.

The learned counsel for the Respondents submitted that the qualification for the post of Librarian and Information Officer in Anna Centenary Library is a Master's Degree of a University recognized by the University Grants Commission; A Master's Degree in Library Science or Library and Information Science of a University recognized by the University Grants Commission and Must have experience as Librarian for a 4/8
period of not less than five years in Academic or Public or Special or Corporate Libraries. As far as the petitioner is concerned, he had completed his Master Degree in Library and Information Science in the year 2012. Thereafter, he had completed his Master Degree in Commerce in the year 2022. Though he had possessed experience of 10 years and 7 months as Librarian, it was before the completion of Master Degree in Commerce. As per the educational qualification, the experience should have been gained after passing the prescribed educational qualification as mentioned in Annexure-V. Admittedly, the petitioner had completed his Master Degree in the year 2022.
Therefore, before even completion of his Master Degree of a University recognized by the University Grants Commission he had not been experienced as Librarian for a period of not less than five years in academic or public or Special or Corporate Libraries for the post of Librarian and Information Officer in Anna Centenary Library. Likewise, he had not been experienced for a period of not less than three years in any of the libraries in a supervisory cadre, since he had completed Master Degree in the year 2022 in Master of Commerce.

6. Therefore, the 2nd respondent rightly issued its proceedings dated 11.01.2024, thereby the petitioner is not eligible for interview post. Hence, this court cannot find any infirmity or illegality in the proceedings passed by the 2nd respondent dated 11.01.2024. Therefore, this writ petition is liable to be dismissed. Accordingly, this writ petition is dismissed. Consequently, connected miscellaneous petitions are closed. No costs. 22.01.2024 Index : Yes/No Internet: Yes/No gvn 6/8
