Prayer: Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of ceriorarified mandamus, calling for the records relating to the impugned order passed by the first respondent dated 01.09.2012 and to quash the same in so far as the petitioner's case is concerned since it restricts the entire free calls could not be enjoyed within BSNL network to the petitioner and consequently direct the 2nd and 3rd respondents to refund all off-met call call charges (Outside the BSNL Network) within 400 calls recovered from the petitioner through ECS facility from January 2013 month onwards and to award compensation and costs for filing this writ petition.
