..Respondents PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Mandamus, directing the fifth respondent to issue a site visit certificate to the petitioner in respect of the e-TENDER NOTICE NO. NIT.29 / 2024- 25/ B (C and M) CIRCLE /ERODE / Dated 06.01.2025 in so far as the S.No.7 work is concerned and consequently direct the fourth respondent to accept the Petitioners Tender Application and to evaluate the same in e-TENDER NOTICE NO. NIT. 29/ 2024- 25/ B (C and M) CIRCLE / ERODE /Dated 06.01.2025 in so far as the S.No.7 work is concerned. The writ petition is filed seeking a direction to 5th respondent to issue necessary Site Visit Certificate to the petitioner in respect of e-tender notice No.NIT.29/2024- 25/B (C & M) CIRCLE /ERODE/ dated 06.01.2025 to enable the petitioner to file his bid before 3.00 P.M today. 2/6

2. The 4th respondent issued a tender notice inviting tenders for construction of ten class rooms in Government Girls Higher Secondary School at Chithode in Erode District. The last date for submission of the tender is today (22.01.2025) by 3.00 P.M. The petitioner approached the 5th respondent for issuance of Site Visit Certificate on 11.01.2025 but the same was not issued to the petitioner and hence, the petitioner sent a request to the 5th respondent through e-mail and also through registered post on 11.01.2025 along with site photographs to the 5th respondent requesting issuance of Site Visit Certificate. The e-mail sent by the petitioner and the relevant photographs are enclosed in the typed set of papers. Since the 5th respondent has not issued Site Visit Certificate, the petitioner has come before this Court seeking necessary direction.

3. Mr.V.Jeevagiridharan, learned Additional Government Pleader, who takes notice for the respondents, submits that if the petitioner appears before the 5th respondent today (22.01.2025) before 1.30 P.M, the necessary 3/6

certificate will be issued to the petitioner before 2.00 P.M today. The said statement made by the learned Additional Government Pleader for the respondents is recorded.

4. The petitioner is directed to appear before the 5th respondent today(22.01.2025) before 1.30 P.M and the 5th respondent shall issue necessary Site Visit Certificate to the petitioner before 2.00 P.M to enable him to submit his bid before the cut-off time i.e., 3.00 PM.
