Prayer: Writ Petition is filed under Section 226 of the Constitution of India for issue of Writ of Mandamus, directing the 2nd respondent to issue the Site Visit Certificate and Current Working Condition of the Key Equipment Certificate to the petitioner company, based on the petitioner company's representation dated 13.01.2026 or in the alternative direct the 1st respondent to permit the petitioner to participate in, upload documents for and have the bid considered in the tender process relating to E-TENDER NOTICE INVITING No.18/DB/F.114 N/2025 dated 16.12.2025 without insisting on the Site Visit Certificate and Current Working Condition of the Key Equipment Certificate.

O R D E R

This writ petition is filed for the following relief: "To direct the 2nd respondent to issue the Site Visit Certificate and Current Working Condition of the Key Equipment Certificate to the petitioner company, based on the petitioner company's representation dated 13.01.2026 or in the alternative direct the 1st respondent to permit the petitioner to participate in, upload documents for and have the bid considered in the tender process relating to E-TENDER NOTICE INVITING No.18/DB/F.114 N/2025 dated 16.12.2025 without insisting on the Site Visit Certificate and Current Working Condition of the Key Equipment Certificate."

2. It is fairly conceded by the learned Additional Advocate General on instructions that the petitioner's Site Visit Certificate as well as Verification of Tools and Plants Certificate has been received vide email dated 13.01.2026 and that the same has not been processed. Therefore, he would submit that the respondents will facilitate the site visit today i.e., on 20.01.2026, between 2.30 p.m and 3.000 p.m. 3/6

3. Accordingly, the respondents shall visit the petitioner's site for verifying the tools and plants to issue a Tools and Plants Certificate to the petitioner. These certificates shall be positively issued to the petitioner by 2.30 p.m and the petitioner shall upload these certificates before 4.00 p.m, today. It is made clear that the respondents shall keep open the website for the petitioner to upload the certificates. The respondents shall consider the bid as per the procedure.

4. Since the orders are being pronounced in presence of Mr.L.Pattabi Raman, Senior Drafting Officer, Fisheries and Fishermen Welfare Department, Chennai, the respondents shall not await the certified copy of this order.

5. With the above direction, this writ petition is disposed of. Consequently, the connected miscellaneous petition is closed. No costs.
