Originally this petition has been filed as Original Application No.1930 of 2003 before the Tamil Nadu Administrative Tribunal at Chennai and after abolition of TNAT, petition has been transferred and numbered as W.P.No.17251 of 2007. Writ petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus directing the respondents to cancel the promotion of the 3rd respondent to the post of Librarian, who is the junior to the applicant by 41 candidates in the seniority list and who was promoted without even the panel for promotion and consider the case of the petitioner also for promotion to the post of Librarian with effect from the date of promotion given to his junior with all monetary and service benefits. Earlier when the matter was taken up for hearing on 05.10.2020, there was no representation for the Petitioner and the matter was directed to be posted on 20.11.2020. Even on 20.11.2020, there was no representation for the petitioner and the matter was directed to be posted on 25.11.2020 under the caption 'For dismissal'. Due to high Court holiday. the matter is taken up today (27.11.2020).
