ORDER

This writ petition has been filed for the issue of writ of mandamus directing the respondents 2 and 3 to credit the monthly remuneration payable to the petitioner from Public Finance Management System (PFMS) directly to the bank account of the petitioner as per the direction issued by the first respondent through proceedings dated 28.10.2021. 2.The case of the petitioner is that he was appointed as Additional Block Coordinator on a contractual basis under the Swatch Bharat Mission (SBM) Scheme by the second respondent on 23.09.2015. Initially, the monthly payment was made by the second respondent through the fourth respondent. This payment was made after the third Page No.2 of 6

respondent issues a Service Verification Certificate every month. Thereafter, the first respondent through proceedings dated 28.10.2021 directed the second respondent to increase the monthly consolidated pay for the post of Additional Block Coordinator to a sum of Rs.14,000/- per month. That apart, directions were also issued to pay the same to the employee directly to their bank account from PFMS. 3.The grievance of the petitioner is that the payment is now channelized through the fourth respondent and as a result, the fourth respondent is deducting a sum of Rs.1,000/- from the remuneration of the petitioner. According to the petitioner, it goes against the specific direction issued by the 1st respondent. In view of the above, a representation was made by the petitioner on 27.10.2022 requesting for crediting the amount directly to his bank account from the PFMS. Since the same was not considered, the present writ petition has been filed before this Court seeking for appropriate directions. Page No.3 of 6

4.Taking into consideration the limited relief sought for in this writ petition and without going into the merits of the case, there shall be a direction to the respondents 2 and 3 to deal with the representation made by the petitioner on 27.10.2022 in line with the proceedings of the first respondent dated 28.10.2021 and inform the petitioner about the decision taken, within a period of four weeks from the date of receipt of copy of this order. The petitioner is directed to make a fresh representation to the respondents 2 and 3 along with all the relevant documents and also a copy of this order. A copy of the representation shall also be marked to the first respondent.

5.This writ petition is disposed of with the above directions. No Costs.
