for the revised RNI Certificate.

2. The writ of mandamus in W.P.No.2487 of 2021 has been instituted to direct the 1st Respondent to issue Revised RNI Certificate to the petitioner based on the application dated 11.07.2017 and reminder dated 13.12.2017 in respect of the Journals "Industrial Product Finder" and "The Indian Textile Journal".

3. The petitioner states that they have submitted an application to the second respondent on 30.11.2020 for renewal of RPN Licence to avail the concessional postal charges. However, the second respondent has not considered the said application, on the ground that the petitioner has to produce necessary certificates to the Registrar of News Papers For India.

4. The learned counsel for the petitioner, Mr.Harish Parvatham, would submit that the petitioner has already approached the first respondent for issuance of necessary certificate for the purpose of availing the concessional postal charges. The said application is under process and no final order is passed.

5. The application, if any submitted by the petitioner is pending, then the first respondent is directed to consider the same and pass 3/6

appropriate orders for renewal of certificates. If it has already been cleared by the first respondent, then the petitioner is at liberty to produce the same before the second respondent for the purpose of availing the concessional rate postal charges.

6. Learned counsel for the petitioner would submit that the second respondent has extended the benefit for some time. However, it cannot be extended indefinitely, unless the petitioner produce necessary certificates for availing concessional rate of postal charges.

7. The first respondent is directed to take a decision as expeditiously as possible with reference to the application, if any, pending on their file.

8. Accordingly, the writ petitions stand disposed of . However, there shall be no order as to costs. Consequently, connected miscellaneous petition is closed.
