Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus to call for the connected records of the first respondent relating to his order in his exparte proceedings Na.Ka.4524/90 (P) dated 11.1.91 (copy of the certified copy issued on 23.3.2007) U/S.9(5) of the Principal Act, declaring as excess Vacant land in Survey No.269/1A & 2 of Thiruneermalai Village,

Old Saidapet Taluk, present Tambaram Taluk, measuring to an extent of 7150 sq.mts. Inclusive of 94-1/2 cents of land belonging to the petitioner and the consequential notice issued in his Letter No.4524/90 in Form VII U/S.11(5) of the said Act, dated 11.3.93 directing one Balaraman, S/o.Chinnakulandai, a wrong dead person requiring to surrender possession of the said land to the Tahsildar, Tambaram Taluk, (Copy of the Certified copy issued on 23.3.2007) and quash the same so far as the petitioner is concerned and declaring that all proceedings taken by the 1st respondent to acquire the said land as excess vacant land shall abate as per Section 4 of the Tamil Nadu Urban Land (Ceiling and Regulation) Repeal Act, 20 of 1999.
