Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the first respondent herein to include the name of the petitioner in the panel of Assistants for promotion as Superintendents as on 15.03.2012 over and above the 2nd respondent herein by deeming the placement of the petitioner as above the 2nd respondent in the panel for promotion as Assistant as on 15.03.1997 and to consequently promote the petitioner with retrospective effect from the date of promotion of the said respondent and to grant all consequential benefits to the petitioner within a limited time frame as deemed fit by this Hon'ble High Court.
