When the writ petition was listed for hearing on 07.09.2016, there was no representation on behalf of the petitioner. Therefore, this writ petition was directed to be posted today under the captioin 'for dismissal'. Even today, there is no representation for the petitioner. The writ petition is pending from the year 2003. In the above circumstances, no useful purpose will be served by keeping the writ petition pending. Accordingly, the writ petition is dismissed for non-prosecution. No costs.
