PRAYER: The Writ Petition has been filed under Article 226 of the Constitution of India praying to issue a Writ of Declaration to declare that the 2nd Range promotion board convened by the respondents by the proceedings of the 3rd respondent in Na.Ka.No.Papi.3(1)18/17748/2005 dated 10.03.2005 is null and void and further direct the respondents to finalise the "C" list of Head Constables fit for promotion as Sub Inspector of Police for the year 2004 based on the Range promotion board conducted on 07.02.2005 in pursuance to memorandum issued by the first respondent in R.C.No.276060NGBIV(1)/2004 dated 03.01.2005.
