The learned counsel for the appellant seeks permission of this Court to withdraw the writ appeal with liberty to raise all the points raised herein before the competent authority and has also made an endorsement to that effect as under: "The writ appeal withdrawn not pressed with liberty to raise all the points at appropriate authority."
