2. Considering the facts and circumstances of the case, the learned counsel for the petitioner is permitted to take substituted service on the 3rd respondent by effecting paper publication in one issue of Tamil daily 'Makkal Kural'

having wide circulation in the area of the 3rd respondent, on or before 05.02.2026.

3. Accordingly, this petition is ordered.
