Respondents Prayer: Petition filed under Article 226 of the Constitution of India seeking issuance of a writ of Declaration declaring Clauses (8), (9) and (10) of the General Rule framed under Clause 56 of Rule 5 of the Tamil Nadu Veterinary Animal Sciences University TANUVAS Statutes for undergoing Post Doctoral Fellowship as unconstitutional, arbitrary and contrary to Rule 47(2) of TANUVAS Statute and consequently, forbear the second respondent from enforcing the bond furnished by the petitioner and his sureties.
