Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents to grant permission to provide Welfare Assistance to the children and public on 03.02.2019 (Sunday) at the said Theatermedu or Sirumugal Four Road, Junction in the event of Celebration of Dr.Puratchithalavar M.G.Ramachandran Birthday Anniversary by considering the representation of the petitioner herein dated 20.01.2019 within an appropriate time. The prayer sought for in this Writ Petition is for the issuance of Writ of Mandamus to direct the respondents to grant permission to provide welfare assistance to the children and public on 03.02.2019 (Sunday) at Theatermedu or Sirumugal Four Road Junction, in the event of Celebration of Dr.Puratchithalavar M.G.Ramachandran Birthday Anniversary, by considering the representation of the petitioner herein dated 20.01.2019.

According to the learned counsel for the petitioner, the petitioner has submitted a representation on 20.01.2019 for conducting celebration of Dr.Puratchithalavar M.G.Ramachandran Birthday Anniversary on 03.02.2019, but, the same is yet to be disposed of by the respondents. Hence, the petitioner is before this Court.
3. Heard Mr.R.Nalliyappan, learned counsel appearing for the petitioner and Mr.V.Shanmugasundar, learned Special Government Pleader appearing for the respondents.
4. On 23.01.2019, the second respondent had refused to grant permission and passed an order. When the matter was called on 25.01.2019 before this Court, the learned Special Governement Pleader was directed to get instructions as to whether any other alternate place, namely Alankombu and Jadayampalayam could be a venue for conducting the above said meeting. Today, on instructions, the learned Special Government Pleader would submit that Alankombu and Irumpurai are the two places where the petitioner could conduct the metting and meeting at Jadayampalayam could not be permitted.

The learned counsel appearing for the petitioner agreed to conduct the meeting at Alankombu and submitted that the petitioner may be permitted as such and he undertake that the petitioner would submit a fresh application to the second respondent, requesting permission to conduct meeting at Alankombu.
6. Considering the facts and circumstances of the case and the submissions made on either side, this Court, without expressing any opinion on the merits of the representations, directs the petitioner to give a fresh representation to the second respondent forthwith and on receipt of copy of such representation, the second respondent is directed to pass appropriate orders, in accordance with law granting permission to the petitioner on or before 01.02.2019.
6. With the above direction, this writ petition stands disposed of. No costs.
