Prayer : Writ Petition filed under Article 226 of the Constitution of India, seeking for a Writ of Certiorarified Mandamus to call for the records pertaining to the order passed by the 1st respondent in his proceedings Na.Ka.No.11638/2007/A1 dated 15.10.2007 and quash the same and direct the respondents to promote the petitioner as Head Clerk on the basis of qualification prescribed in the special rules and confer all the consequential benefits from the date on which his junior was promoted.
