By consent of both parties, this Writ Petition is taken up for final disposal at the admission stage itself.

2. The prayer sought for in the Writ Petition is for a direction to the respondents to grant permission to conduct a public meeting with regard to the Birth Anniversary of Former Chief Minister Late Dr.M.G.Ramachandran (M.G.R.) on 27.01.2019 or any other date.

3. The grievance of the petitioner is that though he submitted representations on 09.01.2019 and 19.01.2019 seeking permission to conduct a public meeting to celebrate the Birth Anniversary of Former Chief Minister Late Dr.M.G.Ramachandran (M.G.R.) on 27.01.2019, the same are not considered by the respondents. Hence, he is before this Court.

4. When the matter was called, the learned Special Government Pleader brought to the notice of this Court that the said request was already rejected and the copy of the rejection order was served on the petitioner on 24.01.2019 at 11.00 P.M.

5. Heard the learned counsels appearing on both sides.

6. It is contended by the learned counsel appearing for the petitioner that earlier every political party was allowed to celebrate the same function by the respondents. However, the learned Special Government Pleader clarified that the permission was granted to them not in the same venue, where the petitioner is seeking for.

7. The learned counsel for the petitioner also submitted that he would submit a fresh representation to the respondents citing a fresh venue and the respondent may consider the same favourably.

8. In the light of the above, the petitioner is permitted to make a fresh representation in this regard to the respondents specifying different venue within a period of two days from the date of receipt of a copy of this order and on receipt of such representation, the respondents are directed to consider the same, after issuing notice to the petitioner and the persons interested in this regard and also affording them due opportunity of personal hearing and then pass appropriate orders, on merits and in accordance with law forthwith. It is made clear that this Court is not expressing any opinion on the merits of the representation to be made by the petitioner.

9. With the above directions, the Writ Petition is disposed of. No costs. Consequently, connected miscellaneous petition is closed.
