Writ Petition filed under Article 226 of the Constitution of India, praying to issue a Writ of Certiorarified Mandamus, call for the entire records relating to the Stay Order no.1153 -1155/2006 dated 29.11.2006 of the first respondent and quash the same and consequently direct the first respondent to hear the appeal no.C/236/2006 filed against order in Original No.5372/2006 dated 21.04.2006 of the second respondent without insisting the predeposit of Rs.1 lakh in the interest of justice.
