O R D E R

Promotion, per se, can never be claimed as a matter of legal right. However, consideration for promotion is a fundamental right of an employee. All eligible employees, who all are aspiring to secure promotion must be considered at the time of undertaking the process of preparation of panel of all the eligible persons, who all are fit for promotion.

2. Thus, the authorities competent are bound to prepare the panel in accordance with the rules and the procedures and thereafter, grant promotion by considering the eligibility criteria and with reference to the seniority list already published.

3. This being the factum, the directions to consider the representation would not serve the purpose. The case of the writ petitioner is to be considered strictly in accordance with https://hcservices.ecourts.gov.in/hcservices/

the promotion rules in force and at the time of undertaking the process of promotion along with all other eligible candidates.

4. With the above observations, the writ petition stands disposed of. However, there shall be no order as to costs.
