[R4 suo moto impleaded Vide order dated 24.02.2021 in W.P.No.3949 of 2021] Prayer : Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus to directing the respondents to consider and pass orders on the petitioner's representation dated 16.10.2020 regarding transfer of patta to his name in respect of 1 acre 8 cents of land in S.No.109/1A, Pannaiyandur Village after holding appropriate enquiry.

ORDER

The petitioner has approached the respondents with his representation dated 16.10.2020, seeking transfer of patta in his name, as concerning the property in S.No.109/1A, Pannaiyandur Village.

2. Heard the learned counsel for the petitioner. Mr.M.Manigopi, learned Government Advocate takes notice for respondents and makes a statement on instruction that the enquiry for the purpose is scheduled to take place at 3.00 p.m., on 11.03.2021 in the office of the Tahsildar, Thittakudi Taluk, Cuddalore District. The said statement is recorded.

3. This Court suo moto impleads the Tahsildar, Thittakudi Taluk, Cuddalore District as the fourth respondent herein.

4. Inasmuch as the date for enquiry is fixed by the respondents, no direction is required to be given, except that the fourth respondent / Tahsildar, Thittagudi Taluk, Cuddalore District is directed to hold an enquiry after issuing notices to all the parties who are likely to be affected by his decision, and after providing the parties a fair and effective hearing and to dispose of the said representation through a speaking order within a period of twelve (12) weeks from the date of service of order copy, subject to such time that may be lost in responsibilities connected with the ensuing General Election of the Tamil Nadu State Legislative Assembly, 2021.
