Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the first respondent to process and dispose of the petitioner's licence application for "Private tour operator for handling Haj Pilgrims" bearing reference M(Haj)/1183/78/2009 in accordance with rules and consequently allot the petitioner quota for the year commencing from the year 2009 for handling Haj Pilgrims at par with others.
