PRAYER: Writ Petition filed under Article 226 of the Constitution of India to pass an order of Writ of Mandamus, directing the respondents to issue NCVT Certificate for M.M.V. Trade Trainees who have passed in February 1995 - July 1995, February 1996, July 1996 and July 1997.

O R D E R
The grievance of the petitioner is that he is entitled for a NCVT Certificate and in this aspect, he has approached the respondents seeking for issuance of NCVT Certificate, through a representation dated 08.05.2002. Since the representation was not considered, the present writ petition has been filed, directing the respondents to issue the said certificate. https://hcservices.ecourts.gov.in/hcservices/
2. Now that almost 15 years have lapsed after the representation is made, it would not be appropriate to either direct the respondents to issue the certificate or to consider the representation. Nevertheless, if the petitioner is still aggrieved, it is open to him to approach the concerned respondent seeking for the said certificate.
3. In the light of the above observations, the petitioner is granted liberty to approach the concerned respondent ventilating his grievance and on receipt of such a representation, the respondent shall consider the same, on its own merits and pass appropriate orders, within a period of 8 weeks from the date of receipt of copy of such representation.
4. With the above observations, the writ petition is disposed of. No costs.
