2. In compliance with the orders passed by this Court, dated 01.11.2021, the Government issued further orders in G.O.No.50514/I32021, dated 07.01.2022 appointing Shri.D.Mahesh, Assistant Inspector General of Registration, as Special Officer. The Special Officer is present before this Court in person and made a submission that he may be permitted to take charge along with one witness from the petitioner's side and with the assistance of his subordinates for the purpose of taking over the documents, statement of accounts... etc., and other files.
3. Mr.R.Singgaravelan, learned Senior Counsel appearing on behalf of the petitioner, made a submission that, either the petitioner or any one of the Counsel on record, appearing on behalf of the petitioner will be present at the time of taking over of charge by the Special Officer. So also, the Special Officer is at liberty to engage as many as Page No. 1 of 4
employees he requires for the purpose of taking over the entire charge of the Kalaimagal Sabha Uruppinargal Pathukappu Sangam (Regn No.008/03).
4. The Court Receiver has also given a letter to that effect that he is ready and willing to hand over the charge at anytime and the files are kept ready for handing over to the Special Officer. The Receiver is also directed to be present at the time of taking over of charge and sign all the required documents, while handing over the charge, enabling the Special Officer to take charge in the peaceful manner.
5. The Special Officer and the Receiver are at liberty to fix a convenient date on or before 24.01.2022, for completing the handing over and taking over of charge, for the purpose of shifting the administration to the Special Officer, as per the orders of this Court, dated 01.11.2021. It is also made clear that the Special Officer and the Receiver, on fixing the date, shall communicate the same to Mr.R.Singgaravelan, learned Senior Counsel appearing on behalf of the writ petitioner, enabling him to make necessary arrangements to be Page No. 2 of 4
present during taking over of the charge. The handing over and taking over procedures shall commence on or before 24.01.2022.
6. The Court Receiver is requested to extend all assistance to the Special Officer for the purpose of understanding the present position of the administration and even in future, the Receiver is requested to co-operate for effective settlement of the issue. 10.01.2022 nti/sts S.M.SUBRAMANIAM, J., Page No. 3 of 4
