Prayer: The Writ Petition filed under Article 226 of the Constitution of India, seeking for a Writ of Mandamus directing the first respondent herein to confer the promotion to the post of Administrative Officer with effect from 01.09.2004 ie. the date from which the Administrative Officer post was kept vacant (crucial date) and consequently direct the respondents herein to confer the consequential promotion of Deputy Director which post was kept vacant for more than one year, with all attendant and consequential benefits with due regards to his seniority.
