Respondents Prayer : Writ Petition filed under Article 226 of the Constitution of India, pleased to issue a Writ of Certiorarified Mandamus calling for the records of the respondents, especially the fifth respondent, relating to his proceedings made in P.R.No.97 / 97 TNPS (D & A) Rules, 1955, dated 20.04.1998, as 1/5
confirmed by the fourth respondent, relating to his proceedings made in C.No.D1(2) / 25124 / 99, dated 20.05.1999, as further confirmed by the third respondent, relating to the proceedings made in C.No.A1 / 1567 / 2000-93 / PR-Review / 2001, dated 03.07.2002 as again confirmed by the second respondent, relating to his proceedings made in RC.No.60179 / APII(3) / 2003, dated 21.11.2003 and finally as confirmed by the first respondent, relating to his proceedings made in G.O. (2D) No.286, dated 08.05.2008, besides the consequential proceedings of the fifth respondent denying the petitioner's promotion on par with his juniors pursuant to his proceedings made in C.No.A3 / 46744 / 964 / 2010-2-CPO.No.276 / 2011, dated 27.01.
2011 and quash the same as null and void, illegal and invalid and consequently ordering for his promotion as Grade - I Police Constable with effect from 26.12.1995 and Head-Constable with effect from 03.01.2001 fixing his name in the panel of Head Constables as S.No.5, (H.C.2969) in between the names of S.No.4, Thiru.Paul Raj (H.C.2982) and S.No.6, Thiru.Selva Raj (H.C.2984) and further promotion as Special SubInspector of Police with effect from 03.01.2011 with all monetary benefits inclusive of awarding Selection Grade in the category of Head Constable on par with his juniors and effecting all further promotions as per the said order of seniority on par with his juniors.
