PRAYER: Writ Petition filed under Article 226 of the Constitution to issue a Writ of Certiorarified Mandamus to call for records relating to the impugned circular issued by the 3rd respondent dated 12.02.2013 from the files of the 3rd respondent and quash the same and consequently direct the 2nd respondent Management to constitute a fresh Review Departmental Promotion Committee, including representatives from the petitioner Association in the said RDPC in order to strictly follow DOPT/DPE guidelines in OM No.36012/2/96 - Estt (Res) dated 02.07.1992 and other relevant guidelines in the matter of granting promotions to SC/STs, and to complete the review within three months and thereafter release the promotion orders based on the new RDPC report to the affected employees including the SC/STs by granting due seniority and monitory benefits from the date they were eligible for such promotion.
