PRAYER: Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus, calling for the records of the 2nd Respondent with with respect to the order dated 07.07.2004 in Legal/2004-05, quash the same and consequentially issue direction to the respondents to consider the application of the petitioner dated 28.02.2003 for one time settlement as held by the 1st Respondent in their Circular No. TIIC/HO/FU/2003-29/2002-03 dated 15.11.2003 and No. TIIC/HO/RIC/2003-04 dated 24.12.2003 and permit the petitioner industry to make one time settlement as determined by the 2nd respondent legally in terms of the circular.
