Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Certiorarified Mandamus, to call for the records as contained in the letter dated 22.07.2006 bearing No.ES3/20735/04 issued by the respondent and quash the same and consequently, direct the respondent to issue a Completion Certificate in respect of the constructions raised by the petitioner on the land bearing R.S.No.150/1 to 8, City Link Road, Adambakkam, Chennai-600 088 and consequently refund the security deposit of Rs.12,97,000/- to the petitioner.
