Prayer : Writ Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Certiorarified Mandamus calling for the records on the file of the second respondent more particularly the letter dated 27.09.2008 bearing No.11989/S3/2008 issued by the second respondent, quash the same and consequently direct the first and second respondent to open the price bid of the petitioner and consider the same along with the other Technically Qualified Bidders for selection of the vendor for the said project.
