Prayer :- Writ Petition filed under Article 226 of the Constitution of India to issue a writ of Mandamus directing the 2nd Respondent to call the Petitioners who are at present working as PG Assistants in various Government Higher Secondary Schools and who are in serial Nos.1131 1137, 1153, 1167 and 1308 in the seniority panel as on 01.01.2019 prepared by the 2nd Respondent comprising of eligible BT Assistants and 1/4
PG Assistants for promotion / transfer counselling for being appointed as Government High School Headmasters either on 07.02.2022 or any other subsequent date.

This writ petition has been filed for direction to the second respondent to call for the petitioners who are working as PG Assistant in various Government Higher Secondary Schools as per their seniority for promotion / transfer counselling.

The petitioners are working as PG Assistant and are eligible to be promoted as Government High School Headmaster. However, the respondents are not taking any steps to promote them though vacancies are very much available for Government High School Headmaster post. The second respondent prepared a seniority list of BT Assistants / PG Assistants based on the date of joining in the post of BT Assistant who are eligible for promotion / transfer as High School Headmaster. As per the seniority list, the petitioners were placed in their respective places and are eligible to be promoted to the post of Headmaster in High Schools. 2/4

Heard, the learned counsel appearing on either side. 4.
On perusal of the counter filed by the third respondent, revealed that High School Headmaster post in all Government High Schools at State level are being filled up by the Commissioner of School Education, Chennai with the panel prepared as on 1st of January of each panel year without any deviation of service rules. The vacant posts of High School Headmaster existed as on date also been filled up with the qualified candidates from the panel prepared as on 01.01.2021 during the counselling conducted on 07.02.2022.

Recording the above, this writ petition stands disposed of. Consequently, connected miscellaneous petition is closed. There shall be no order as to costs.
