Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus to call for the records of the 1st respondent's proceedings bearing No.Roc.237/2003(Mines A) dated 01.09.2004 quash the same and direct the 1st respondent to grant and execute lease agreement in favour of the petitioner for a period of ten years in conformity with Rule 8(8) of the Tamil Nadu Minor Mineral Concession Rules in respect of virgin stone quarry measuring 3-53-5 Hectares, comprised in S.No.143 (part), situated in Mulakadu Village, Mettur Taluk, Salem District.
