O R D E R

The present Writ Petition (Criminal) has been filed seeking a direction to the respondents to give permission and police protection to conduct "Cock Fight" at Mettupalayam Transport City RTO Truck Terminal, Gorimedu, Puducherry, on 07.02.2026 and 08.02.2026, by considering the petitioner's representation dated 01.12.2025. Mr.M.V.Ramachandra Murthy, learned Public Prosecutor (Puducherry), takes notice on behalf of the respondents. 3.

In view of the consent expressed by the learned counsel on either side, this Writ Petition (Criminal) is taken up for final disposal at the admission stage itself.

When the matter was taken up for hearing, the learned Public Prosecutor (Puducherry) appearing for the respondents submitted that in view of the directions issued by this Court in W.P.No.25985 to 25987 of 2025, vide order dated 13.08.2025, and in W.P.(MD) No.27950 of 2025 vide order dated 09.10.2025, a Circular Memorandum has been issued by the 2/5

Inspector General of Police, Puducherry, in No.173/IGP-OW/2025, dated 05.11.2025, prohibiting Cock Fight in Puducherry. 5.

It is pertinent to note that in W.P.(MD) No.27950 of 2025, this Court, vide order dated 09.10.2025, observed as follows:- "A writ of mandamus can be issued only to enforce a legal right or a legal duty. The Petitioner has no legal right. On the other hand, the statute expressly prohibits an animal fight event organised by human beings."

In view of the above submission made by the learned Public Prosecutor (Puducherry) and in the light of the order dated 09.10.2025 passed by this Court in W.P.(MD) No.27950 of 2025, the petitioner has no legal right to conduct Cock Fight which is banned in the State of Tamil Nadu and the Union Territory of Puducherry.

Accordingly, this Writ Petition (Criminal) stands dismissed. No costs.
