Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India Praying to issue Certiorarified Mandamus in the nature of Writ to call for the records in pursuant to the impugned order of punishment issued by the 3rd respondent in proceedings in Na.Ka.A1/17505/05 dated 04.01.2006 and the 1st Appellate order of the 2nd respondent in proceedings in Na.Ka.No.Pani 3(1)/23283/2006 dated 20.05.2006 and the 2nd Appellate order issued by the 1st respondent in G.O.2(D) No.569 dated 03.10.2007 and the final review order issued by the 1st respondent in Letter No.24328/Ser-I/09-1 dated 05.11.2009 and quash these orders and consequently direct the respondents to include the name of the petitioner in the panel of the year 2007-2008 for promotion to the post of Deputy Collector and promote the petitioner in accordance with his seniority with all monetary and consequential service benefits.

When the matter is taken up for hearing, Mr.R.Prem Narayan (E.No.456 of 2007) Mobile Nos.7358692921 & 9444279431, learned counsel appearing for the petitioner seeks permission of this Court to withdraw this petition and has also circulated a letter to the Registry through email with the following endorsement: "MEMO FOR WITHDRDAWAL It is respectfully submitted that Mr.V.Boopathy, the Writ Petitioner in W.P.No.15259 of 2010 has instructed me to withdraw the Writ Petition.
