No.78546/E2/1/2007 dated 05.10.2009 and quash the same and consequently direct the respondents herein to grant notional promotion to the post of Senior Medical Records Officer without insisting on 5 years experience as Medical Record Officer to the petitioner, together with all consequential service and monetary benefits.
