2. Heard the learned counsel for the parties.

3. Considering the submissions made and the nature of relief sought, this Court is of the view that the proposed party is a necessary party for effective adjudication. Since the proposed party supports the case of the writ petitioner, he is ordered to be impleaded as the second petitioner instead of as a respondent.

4. Registry is directed to carry out necessary and consequential amendments in the main writ petition.
