Petition filed under Article 226 of the Constitution of India for issuing a writ of mandamus directing the respondents 1 & 2 herein to receive the application of the petitioner to consider and provide water and sewerage connection to the building put up by the petitioner at Doro No.15, Railway Border Road, T.Nagar, Chennai - 600 017 comprised in R.S.No.5618 & 5619, Block No.128, T.S.No.8725/2, 8725./3, 8728/1, 8728/2, Block No.128 of Thiyagaraya Nagar Village without insisting upon Completion Certificate/No objection Certificate from the 3rd respondent.
