ORDER

This writ petition has been filed to direct the first respondent to cancel the patta No.528, standing in the name of one late D. Rajaraman for the property

morefully described in the prayer to this writ petition within a time frame to be fixed by this Court.

2. The petitioner seeks for cancellation of patta No.528 standing in the name of late D. Rajaraman through his representation dated 08.12.2025 submitted to the first respondent. Since the said representation was not considered, the petitioner has filed this writ petition.

3. Mr. D.Ravichander, learned Special Government Pleader accepts notice on behalf of the respondents. At the outset, he would submit that the competent authority to adjudicate the petitioner's representation is the Revenue Divisional Officer (RDO), Villupuram. Since RDO, Villupuram is not a party to this writ petition, RDO, Villupuram is impleaded as the party fourth respondent in this writ petition, by this Court exercising the suo motu powers. Registry is directed to carryout necessary amendments. Mr. D.Ravichander, learned Special Government Pleader accepts notice on behalf of the newly impleaded fourth respondent as well.

4. No prejudice would be caused to the respondents if the petitioner's representation, seeking for cancellation of patta No.528 standing in the name of late D. Rajaraman for the property morefully described in the prayer to this writ petition, is considered on merits and in accordance with law after hearing the

objections of the legal representatives of the deceased D. Rajaraman and any other third party whom the fourth respondent deems it fit to enquire within a time frame to be fixed by this Court.

5. This Court is not expressing any opinion on the merits of the petitioner's representation dated 08.12.2025.

6. For the foregoing reasons, this Court directs the fourth respondent to pass final orders on merits and in accordance with law on the petitioner's representation dated 08.12.2025, seeking for cancellation of patta No.528 standing in the name of late D. Rajaraman for the property morefully described in the prayer to this writ petition after hearing the objections of the legal representatives of the deceased D. Rajaraman and any other third party whom the fourth respondent deems it fit to enquire within a period of twelve weeks from the date of receipt of a copy of this order.
