the Application for Trade licences submitted by Traders carrying on trade and business from within and on the periphery of Chennai Municipal Limits and consequentially direct the Respondents 2 & 3 to receive and process the Trade Licence Applications and Trade Licence Fees from Traders and businessmen carrying on trade and business from within and on the periphery of Chennai Municipal Limits without insisting upon (i) the Notarized Sworn Affidavit in the present format and (ii) the " photography of the Proeprty Tax paid receipt upto date" along with the Application for Trade licences.
