Respondents in all WP's Common Prayer : Writ Petition have been filed under Article 226 of the Constitution of India, to issue a Writs of Mandamus directing the first respondent to consider the petitioners' request submitted to the 1st and 4th respondents on 07.05.2007, 21.05.2007 and 31.10.2007 and received by the first respondent
on 07.05.2007 and 21.05.2007 for grant of patta or inclusion of his name in the list of Chief Minister's Scheme for the issuance of Free patta.
For Petitioner : M/s. M. Udhaya Banu in all WP's M. Chitra For Respondents : Mr. M.R. Gokul Krishnan, in all WP's Government Advocate C O M M O N O R D E R The case of the petitioners is that they have purchased their respective piece of land in the total extent of 3 acres and they are in possession and enjoyment of the same. The said land is classified as "Anatheenam" in the revenue records. After making some development in the said land, they were cultivating the same and also assessed to tax. Therefore, they requested the revenue officials to issue patta in their favour.
2. Accordingly, the third respondent surveyed their land and issued "Valuation report" to the second respondent. Accordingly, the petitioners made representation to the first respondent for assignment of the said land.
3. Thereafter, the petitioners filed a representation before the Hon'ble Chief Minister's Special Cell. The petitioners have submitted their representation of the year 2007. After a period of 14 years directions cannot be issued to the first respondent to consider the representation.
4. Therefore, these writ petitions are devoid on merits and are liable to be dismissed. However, the petitioners are at liberty to make a fresh representation to the authorities concerned, if so advised.
5. Accordingly, these writ petitions are dismissed. No order as to costs.
