Respondents Prayer : Writ Petition is filed under Article 226 of the Constitution of India, pleased to issue a Writ of Mandamus, directing the respondents to consider the application dated 08.01.2024 submitted by the petitioner for seeking permission and to provide protection to conduct Horse Cart Race Schedule to be held on 22.02.2024 at 9AM from Senthamangalam to Namakkal outer ring road in
connection with the festival of the Perumal Kovil Thiruther celebrated in Senthamangalam Village, Namakkal District.

This writ petition has been filed for issue of writ of mandamus directing the respondents to consider the application filed by the petitioner on 08.01.2024, wherein, the petitioner is seeking for permission to conduct Horse Cart Race on 22.02.2024 at Senthamangalam to Namakkal Outer Ring Road. 2.The learned counsel for the petitioner submitted that the Association which used to conduct the Horse Cart Race had given the representation to the police seeking for permission. However, an individual has come before this Court and filed the writ petition in his individual capacity. Therefore, the petitioner does not have the locus standi to maintain this writ petition. 3.That apart, the learned Additional Public Prosecutor, on instructions, submitted that no such representation was received by the police from any Association.
