Petition under Article 226 of the Constitution of India, praying for the issue of a Writ of Mandamus, directing the respondents to promote the petitioner as Wireman Grade II in the available vacancies as per the guidelines and qualifications fixed in the proceedings of the Secretary to council made in E1D.C.No.A1/4166/92 dated 04.11.1992 hitherto followed in the case of Wireman Grade-II, without insisting for I.T.I. (Electrical Trade) Certificate.
