Mr.K.M.D. Muhilan, Additional Public Prosecutor Order This Writ Petition has been filed seeking a direction to the respondent to consider and decide the representation dated 21.01.2026 made by the petitioner

and decide the same in accordance with law within a reasonable time as may be fixed by this Court.

2.The case of the petitioner is that he was earlier implicated in several criminal cases and that he is now reformed and he is not indulging in any illegal activity whereas the respondent is continuously harassing the petitioner and hence, he had sent a representation to the authorities seeking a direction to direct the police not to harass the petitioner. 3.The learned counsel appearing for the petitioner would submit that the petitioner has bad antecedents, however, he is now reformed and he is not committing any offence, whereas, the respondent police are continuously harassing the petitioner and hence, he sent a representation to the authorities to desist from harassing him.

4.The learned Additional Public Prosecutor appearing for the respondent would submit that the petitioner is a habitual offender with a checkered criminal history and involved in more than thirty cases out of which 3 cases have been registered for murder and other offences are punishable under Section 307 of IPC. He would further submit that the respondent has also got information that the petitioner is not reformed and he is also an A+ category history sheeter and that to prevent the petitioner from indulging in further illegal activities, the

respondent police are also keeping surveillance on him and other than that, the respondents are not harassing him. He would further submit that if the petitioner involves in any offence at a later point of time, the respondent police are entitled to file cases against him and that the petitioner has sent a representation to the higher officials in a pre-emptive manner, and such a direction cannot be given.

5.Heard the learned counsel appearing on either side and perused the materials on record.

6.When the petitioner is a habitual offender and also he is an A+ history sheeter and that the respondents are only doing surveillance to prevent him from indulging any illegal activity and taking into consideration the entire averments, such a direction cannot be given to the respondent. 7.Accordingly, this Writ Petition (Criminal) is dismissed.
