JUDGMENT
(Judgment of the Court was delivered by C.Kumarappan J.) The present writ appeal is filed against the dismissal order passed by the learned single Judge in an application filed by the appellant for early hearing.

Learned single Judge has held that sufficient opportunity should be given to the other side and that the matter involves policy decision of the Government and it cannot be decided without even hearing the other side and without obtaining counter statement.
