Respondents Prayer : Writ Petition filed under Article 226 of the Constitution of India praying to issue a writ of declaration to declare the promotional guidelines issued in G.O.Ms.368 Personnel and Administrative Reforms (S) Department dated 18.10.1993 and the further guidelines issued in Letter Ms.No.248 P & AR Department dated 20.10.1997; the amended guidelines in Letter No.25165/98-1 P & AR Department dated 10.06.1998; the amended guidelines in Letter No.52716/S/99-1 dated 01.10.1999; and the consolidated instructions issued in Letter No.18824/S/2005-2 P & AR (S) Department dated 07.10.2005 as unconstitutional and contrary to the statutory rule 36 & 39 (d) of the Tamil Nadu State and Subordinate rules and consequently confer the promotion post of Administrative officer with effect from 01.09.2004 and direct the respondents herein to confer the consequential promotion of Deputy Director with all attendant and consequential benefits and with due regards to his seniority.
