Mr.T.Arun Kumar, learned Additional Government Pleader accepts notice for respondents 1 to 3. Since this writ petition is being disposed of without passing any adverse orders against 4 th respondent affecting his interest, notice to 4 th respondent is dispensed with.

2. The writ petition has been filed seeking for issuance of a writ of mandamus, to direct the first respondent to dispose of the appeal dated 12.09.2023 filed by the petitioner within a reasonable time. Page Nos.2/6

3. The learned counsel for the petitioner submitted that even though the petitioner has preferred an appeal before the first respondent on 12.09.2023, till date, the first respondent has not disposed of the same.

4. The learned Additional Government Pleader appearing for respondents 1 to 3 fairly submitted that the petitioner's appeal would be considered and disposed of by the first respondent on merits and in accordance with law.

5. Heard the learned counsel for the petitioner and the learned Additional Government Pleader appearing for respondents 1 to 3 and perused the materials available on record.

6. Since this writ petition is filed for Mandamus simpliciter, to direct the first respondent to dispose of the appeal filed by the petitioner, this Page Nos.3/6

Court, without expressing any view or opinion with regard to the merits of the case, directs the first respondent to dispose of the appeal dated 12.09.2023, on merits and in accordance with law, after giving due opportunity of hearing to the petitioner and the fourth respondent herein as well as rival claimants/interested parties/objectors if any, as the case may be, within a period stipulated time as stated in Circular No.R1/2005632/2022, dated 17.07.2023 issued by the Commissioner of Land Administration.

7. With the above directions, this Writ Petition is disposed of. There shall be no order as to costs.
