Respondents Prayer: Petition filed under Article 226 of the Constitution of India praying to issue a writ of declaration declaring the action of the first respondent in determining the total vacancies as 166 in the class I cadre on 11.05.2005 and subsequent action for promotion against such vacancies as illegal and void and consequently direct the first respondent to restore the vacancies as determined and declared by them on 10.02.2005 as 464 and further direct the first respondent to conduct the promotional exercise in strict accordance with the promotion policy for financial years 2003-04 and 2004-05 and fill up 464 vacancies in class I cadre.
