Ms.P.T.Ramadevi, learned Standing Counsel accepts notice for R1 to R4 and is armed with instructions to proceed with the matter finally. In view of the nature of order that is passed in the paragraphs to follow, no notice is thought necessary to
R5 at this juncture. Hence, by consent of learned counsel for the petitioner and learned Standing Counsel for R1 to R4, this Writ Petition is taken up for final disposal even at the stage of admission.

The petitioner seeks a mandamus directing the respondents to remove the lock and seal placed on her shop at 34/1, Old No.B-27, Karthikeyan Salai, Periyar Nagar, Chennai - 600 082.
3. A small portion in the aforesaid premises houses a shop for running tailor and xerox shop. She claims to have obtained MSME Udyam registration certificate on 15.11.2020. On account of certain internal family issues between the members of the family, she would allege, that the shop has been closed on the ground that she had not obtained licence from the Corporation.
4. Admittedly, requisite licence has not been obtained by the petitioner, who appears to have sent an application to the Zonal Officer of the Corporation on 07.01.2022 through Registered Post Acknowledgement Due.

Since there is no acknowledgement of receipt placed on file, the petitioner is directed to make a fresh application to the second respondent and such application, if and when filed, shall be disposed in accordance with law and all applicable rules and regulations, after hearing the petitioner and R5, within a period of four (4) weeks from date of receipt of such representation,.
