PRAYER : The Writ Petition has been filed under Article 226 of the Constitution of India praying to issue a Writ of Certiorarified Mandamus calling for the records from the file of the 2nd respondents made in nj.e.m.//njh;jy; rpwg;g[ /2011 dated 30.09.2011 and quash the same and further direct the 2nd respondent to accept the petitioner's nomination paper in conformity with Rule 26(4) and Rule 29 (3) & (5) of the Tamil Nadu Panchayat (Elections) Rules, 1995 and further direct the 2nd respondent to include the petitioner's name in the list of contesting candidates for the Mayor post of Chennai Corporation election scheduled to be held on 19.10.2011 For Petitioner :
